They constantly crack down on fascists all the time ever since Putin was in office. Russia probably has the strongest anti Nazi culture of any country
Chinese didn't for thousands of years but they added them to match Western languages (as well as changing the script direction from top down, right to left to left to right, top down) in the 20th century
They're all the same word and are pronounced the same, just written slightly differently
