For me it's the comma splices.

I confess: I immediate thought several things, based on recent trends:

• it's a (pathetic profit-driven) public-private partnership - (pp)ppp
• it's operating, like translink and BCFerries, in a run-to-fail setup so it doesn't dip into profits with all that 'proper maintenance' crap
