Apparently, since 1959, the arrangement must entail "nine rows of stars staggered horizontally and eleven rows of stars staggered vertically."

3 0 Replyalaska and hawaii were added in 1959. From 1787 to 1959, a new state was added to the union every 3.44 years. So it used to happen pretty often, actually.
