No smooth scrolling in Chrome / Edge @ Dell XPS 9700 (touch screen)

I noticed that there's smooth scrolling only when I touch the screen, and initiate the scrolling that way. When I do the same using two fingers up/down on the touchpad, it's not smooth at all.

Any idea/
