Why does the Pentagon care now? They were literally dropping random bombs in random empty desert at random intervals in desert storm all night every night in hopes to catch one.
Well, dropping 'dumb bombs' is actually much cheaper than firing expensive guided missiles designed for missile interception. Even though the US has a bunch of money, at some point a waste of dollars is too much even for them.
