Expropriation an option for land needed for Ontario Place redevelopment, report says

Is there any way for the city to fight the expropriation? I would have thought government wouldn't be able to use that ability for a private enterprise.

Why is the environmental report commenting primarily on what will bring in the most revenue? I am not an environmental reportologist and I do not read a lot of them - is this normal?
