Not a brilliant headline. Made it look like the DA was ruled invalid because the area has no school. Like there's a rule against developing areas without adequate schools, and that rule was somehow being applied against the school itself.
Yes, it's not going to win any awards for Australia's clearest headline. I only went with that one of the two choices because the alternate was even worse - "This NSW town near Canberra should have had a new high school this year. But a court judgement spells more delays". I rather dislike the trend towards clickbait style headlines so try and use the more neutral sounding one when (as usual with the ABC) the articles switch between multiple options.
