Why doesn't "Hold person” trigger a combat?

I just recast until it succeeds and one-turn kills the victim with the guaranteed critical hits. What did they think I'm trying to do to them with "Hold person"?

They took all the potential anger of that and directed it at my wild shaped druid meowing which seems to trigger combat sometimes.
They're touch-starved.
Probably a bug.

What difficulty are you on? On easy NPCs don't mind if you fail stuff like charm person. Could be hp got categorized the same.
- I'm on normal. They just yell like "Hey watch out!" and then go back to mind their own business
  
  Just yesterday I used a 20lb chest as a weapon on an enemy 3 times cause she kept parrying it before starting combat lol

For a second I read 'combo' instead of 'combat', and was very confused as to how I never found out about the 'Baldur's Gate 3 Combo Mechanic'
- The main BG3 Combo Mechanic is water bottles/create water spell + cold/electric spells.
  
  Hunh. I thought the salient mechanic meta was: sneak attack per character until all targets are neutralized and combat never initiates as all possible adversaries are dead before it could trigger... 🤷🏼‍♂️
Have you tried casting banishment on merchants and stealing all their stuff before they return?
