While this is hella goofy, it looks like the bolts were already in place for a larger flange. And they just kinda… made do. Sorta.
- Anchor bolts were already installed, and then the base was changed. No time to redo it, so just make it work, and hope the client doesn't notice.
- Probably didn't have the masonry bit they needed to do it.
  
  It's probably temporary until they come back with the bit and the anchors.
Imagine if the pyramids were built by the lowest bidder.
- They were, nothing cheaper than free slave labor.
  
  pretty sure the modern consensus is that the builders were well respected and well paid, and got to be buried in and near the pyramids they constructed.
- Just so you know it is usually the lowest qualified builder of spec. There are loads of problems in how contracts are rewarded this one is a talking point not really covering the issue. Like noting that someone dying of Covid is a bit sad. Ok, yeah it's true but there is a lot more going on here.
