“Complains” is not the word I would have used. The court ordered it to be provided to him in a timely manner.

I could do that in an hour. Just remove the Wi-Fi module. Cut the wires to the USB ports if you really want to.
Honestly, just give him a regular laptop and don't tell him the Wi-Fi password.
None of these delays were necessary, they were deliberate.
