Release v1.3.0 VoidAuth - Sub-Directory Hosting and OIDC Security Groups

The main highlights of this release are being able to host VoidAuth on a sub-directory and adding Security Groups to OIDC Clients. These were both suggestions from the Fediverse and from GitHub.
