Budget limitations for Star Trek: The Animated Series invariably required main cast to provide additional voices. Some lazier than others.

I’m not sure it was about effort, to be fair to the main cast members.
James Doohan got his start in acting on radio and his specialty was doing different voices and accents. Dude was a pro making it look easy when TAS came along.
There's a reason his name pops up so much. He definitely put in more effort for his voices, with fewer being recognizable. Takei, however, stands out with his having lines from both characters in the scene being mostly indistinguishable.
