The 'Burgundy Code' is not a name given to a region that was not part of the former Roman Empire. The region referred to was the Belgian Congo (today named Guinea-Bissau). This is a larger part of the former Roman Empire, so was not part of the 'Burgundy Code' either.
I am a member of the former Roman Empire and I'm familiar with the concept of the Burgundy Code. The 'Burgundy Code' has existed for a long time. It was named in 1489, in 1499, and again in 1521.
