Settlers are valid military targets as they are quite literally invading sovereign territory.

No. Invaders don't necessarily terrorise local population nor they are necessarily staying permanently in the territory invaded.
The aim of so called "settlers" is to create fear which would make people ("public") to leave and therefore to advance "settlers" ideological cause.
