You can measure the effect of the message by looking at the size of the spread. The overall effect is that most of the time the message doesn't reduce exposure much at all. The reason I would go with this approach is that it's pretty easy to get people to drop the message in your colony, but you don't know the effect the message has on the overall exposure.
