Eleven midwives have left the hospital since the ACT government acquired it, and 10 of the 11 took redundancies.
Canberra Liberals health spokeswoman Leanne Castley says the departures will have a "massive impact".
The Senate has voted against a bill that would have forced the ACT government to hold an inquiry into its hospital takeover.
