India says it has killed militants who shot dead tourists in Kashmir

Bad title lol. "Shot them dead" or shot already dead ones?
- As opposed to vaccinating them. Shotting them alive.
By saying they killed them now in territory under Indian control, India is kind of admitting, that the attacks against Pakistan were just a show to cover up their failures.
