To be fair, if its absolutely constant and never seems to stop, then maybe a child safety check would be reasonable.
Some people are just unlucky with a baby with frequent stomach pain.
If that's the case, the child safety check would discover that and no harm would be done. Maybe there should just be periodic child safety checks for all parents anyway, like Ofsted.

The amount of bitching I've heard about ambient noises I've been blissfully unaware of with an mp3 on loop and a $3 pair of headphones is crazy.
