Is it an old save file? This could have happened as artifact generation code changed between versions.
idk if this is a bug or not. I would have to look at the code and see if this is allowed. Maybe you used scroll of transmutation on one artifact?

I'm pretty sure that the Shattered code does not allow 2 of the same artifacts to be present in the one game.

Dual wield them!
Just don't use both at the same time or you'll rip your arms off.
