There should be a universal standard indicator for whether a comment chain should be read top-to-bottom or bottom-to-top

  Some forums will place the chain at the top of a post so you can read top to bottom.
  
  Others like email will put the most recent message at the top so you need to scroll to the bottom.

Depends on the function.

Forum comment chains should always be top to bottom within the same chain. But for live chat, both top to bottom and bottom to top are acceptable.
