It's a native plant there. I wouldn't really say it's a weed. It is farmed throughout Asia for fibre, food, and drug... What other weed do you know of that is such a major agricultural cash crop?
It's not a grass either. But, giant, annual, Asiatic flowering herb is less catchy.
Anything that was once illegal will have nicknames that survive into the future. For example, hooch.
