I'm pretty sure these forms are just designed to get contact into, and to make people feel like they are being heard so that they donate. I wouldn't be surprised if they never use the data.
There isn't even a capta, I'm not sure the data from the form is worth anything.
It's also still a push poll designed to influence opinion as much as measure it. That's what they want you to prioritize budget cuts among a shortlist of agencies they selected, with things like "increase budget instead" or "cut some other agency like ICE instead" not being presented as options. It's also why they tell you about cheery-picked and misrepresented "real-life uses of taxpayer dollars" to try to rile you up to further support their treasonous sabotage.
Frankly, even responding with opposite of expected choices to try to poison the data probably helps them more than it hurts because they can still tout your response as supporting budget cuts to the listed agencies.
