- His wife goes out and owes money - ALL OVER TOWN - and they put pee in my recycle bin?!?
How does he know it's pee? Did he open it and take a taste? It could be a severely overestimated lemonade party.

People deep in alcohols grasp tend to use a lot of containers as couch urinals.
Sadly I can picture someone there who has either misguided, ignorant, or selfish motivations for then putting them in a neighbours bin.
