I read this as a call to action for the people Musk/Trump are ordering around. If everyone just said "no, I won't to do what you tell me" then we might avoid the collapse of the government/economy/country.
I think the person who originally posted it may have had that intent. I don't know anything about them. But I'm skeptical that Musk's retweet was for the same intent. 😀

All the gaslighting from his supporters with "you can't read his mind" "he's autistic" and "it was a Roman salute/my heart goes out to you" is quite frankly an insult to people's intelligence.
Yea, the fact that any CEO would take a stance like this just shines on his hypocrisy. If leadership bears no responsibility, they also shouldn't be taking home any of a company's profit.
