Does anyone know if this was a police call or just something they saw randomly?

This seems to have perfect timing for unrest in the street to mask some politics with the induction going on... But that's my tinfoil hat speaking.

  If you believe anything the authorities say, they just happened to see a car parked on the wrong side of the street. Of course, the cops' story had already changed completely, before today's video came to light.
Apologies for the aside, but am I the only one who read it as Eddie Izzard at first?
