I can't find it right now, but I've definitely read about how Barr basically had to give Trump the ability to kill death row inmates as a "treat" to keep him occupied and focused. They brough the death penalty back with a vengeance in his first term.

Trump, at his core, is this throwaway joke from Crow T. Robot on MST3K. He just wants to choose who lives and who dies. Doesn't matter who. He'll try to cut off healthcare to any and all despite having free access to the best healthcare available himself. He knows it will kill people and that's what he wants it to do.
