Interestingly enough, one of Castro's core platforms was fair treatment to the Afro-Cuban minority, and great progress was made in this area during the 60s and 70s. Unfortunately, like many situations so 'addressed' by governments throughout history, at one point, the Cuban government decided it was 'solved', and needed no further attention, when in reality... well, such battles take many generations to wage and win.
