AMD FSR 4 upscaling shows much improved image quality, fewer artifacts, but it will be exclusive to newer GPUs

So we have confirmation that FSR 4 will only be available for 9000 series GPUs.

I can't imagine many games will implement FSR 4 outside some of the bigger titles that are likely working with AMD.
