Can you 3d print with recycled spools?

not ONLY with the spools with (semi) consumer products. There's stickers, residues, misc contamination, etc. that all make it not consistent enough to be doable.
However with non-consumer grade products and a mix of materials it is probably possible, however he doesn't have the machines to do so.

Recycling old prints worked ok though.
