Voters being educated on ballot measures and also voters having good English literacy are probably key factors. You look at interviews of people who voted against stuff like Ranked Choice Voting or State Pension Plan funding and insuring, they almost always say something like "I wasn't sure the extent of the changes and who initiated them."
Californians were confused by words like prohibition and involuntary servitude and incarceration. Look at all of those syllables. Probably up to something tricksy.
