Even though I know the two series are almost 30 years apart, I still went to Memory Alpha to see if Wallace was played by a younger Jack Quaid. (I have no idea how old Jack Quaid is lol).

William Boimler got sent back in time by Riker to ensure the Pegasus Incident occurred according to schedule.
They just did it through Section 31 to avoid temporal prime directive shenanigans.
