How the hell was this guy not on the list with all the stuff that happened beforehand
- There wasn't an interstate list yet. The main laws went into effect in 1996.

For some reason this guy pings me like Fun Land in Sandman #14 (the Serial Convention chapter). I wonder if he was an inspiration for Gaiman.
