Looks like it's coming from hair. So probably some cheap hair dye. You'd this crook could afford some half decent hair dye that doesn't run like that. I mean even look at Trumps fake tan, you can see the edges on it sometimes.
The most believable explanation I heard is that it was a last minute touch up on his hair for the speech, not actual hair dye
That being said I'll still never understand why dudes this old insist on dying their hair and pretending it's natural. Just let it go gray, ageing naturally is nothing to be ashamed of
It's either mascara or a touch up pen. I'm leaning towards a touch up pen because I'm sure he'll mule a few into prison with him so he stays fresh.
