I wonder if there is a giant spout to go with that plug. It would probably take a day to turn the thing. This doesn't happen to be in Canada does it?
Is it typical to wear a snorkel and a tank at the same time?
Yes, most scuba divers typically have a snorkel as well, to make it easier to breathe while on the surface without using air from the tank.
