Japan has been found to be illegally whaling previously. How is it that they can get someone arrested for damaging their vessels, and no consequences to themselves? (I know I know... The world we live in)

Is the fact that Greenland (another whaling country) carried out the arrest significant here?
I haven't been following along so I found this related article interesting about how Watson ended up separated from a Sea Shepherd.
