What is this breed?? It looks like a hairless cat with hair

Cornish Rex. They don't have the normal 3 layers of fur that regular cats have. They just have the inner downy layer with a natural curl.
This is his adult brother Casper to give you an idea of what the fur will look like when fully grown:
