Third dial on the left panel under the screen. Pull it up, rotate it 90 degrees counterclockwise, then push it back in.

Pull your Fedora CD out of your survival pouch, and use a paperclip to open the CD tray

Wait for it to reboot 3 times and automatically enter recovery, Troubleshoot > Advanced Options > Command Prompt,

Is the fastest way to do this assuming no bitlocker. Also C: sometimes isn't mounted at C:, you might have to try all the letters between C: and X:, or just boot into safe mode.
