So with your central ACs, can you set it to only cool a certain area of your house?

So if they ask people to cut back on electricity use, can you cut back AC to just a few rooms to chill in? Or are you stuck with the whole house?

My home will naturally have colder and warmer areas. Hot air rises, right? So the too floor is usually warmer than the ground floor. Additionally, rooms that are further from heat are more likely to be cold during winter.

But there is no real "control" over it.
