Funny story about Hershey Kisses. When they were hand wrapped, they paid their workers by-the-Kiss, so there were all kinds of techniques to increase output. The most efficient way to get the chocolate kiss to stick to the wrapper was to lick the bottom so it held tight when you twisted it closed. There's a good chance your parents and definitely grandparents ate prelicked chocolate kisses.

You can eat that little paper with no harmful effects, so I'd say it's edible. Just not nutritious or, as you said, good.

They are technically edible, but not meant to be eaten.
Anything’s edible if you eat it.
Edible means it’s safe to eat, so paper is edible, arsenic is not.
