I have only seen the movies once each but I have a vague memory of it being part of the plot in The Last Jedi. Am I remembering wrong?

War profiteers were selling to both sides was the plot point. Anything else is subtext and open to interpretation.
I don't remember the movies that way, but more just about politics and what makes a democracy and what doesn't, with a background of space wizards fighting each other, and regular people just trying to make their way through all the BS or fighting back against oppression.
