Is there anything stopping this set up from being deployed else where?

Didn’t get a chance to watch the full video so I don’t know if they cover this. Existing internet service providers, mostly the infrastructure holders like cable companies, actively lobby against efforts like this and have been able to make many local internet initiatives illegal.
