Surely, this must be satirical? There is no way somebody could write "no vague statements like 'Russians are human' " with a straight face, right?
It might be, but it wouldn't be first time i see exactly this said completely straight out, and less honest versions like calling Russians "orcs" are completely normalised nowadays.
Right?
