The new tool, called Mobile Fortify, uses the CBP system which ordinarily takes photos of people when they enter or exit the U.S., according to internal ICE emails viewed by 404 Media. Now ICE is using it in the field.

Than why is it called racism
Because ICE knows that Trump ain't gonna be alive for a whole lot longer, so they're trying to beat the clock in their quest to remove everyone who isn't a White Christian Evangelical from the country. It's a race against time, ergo it's racism.
Dunno how many migrants are white christians? Like if color gives any reason to halt someone over another its wrong, but I don't think there are millions of icelandic people in USA? Statistically it makes no sense.
