Well the gist of the interview was that American intelligence services are in chaos right now after their top-level management got expelled and their "eye is no longer on the ball" in terms of threats from Russia, China, etc. with new personnel being brought in who have no clue what's going on.

At this point, it's more likely the new personnel being brought in are actively working to further the interests of Russia, China, etc.
The attackers won’t consider consequence, their measure is the impact and chance of success (as they mostly only have one shot in a long time)
For those are hesitant which I doubt there are, trump will keep provoking until he got one.
