I really don't get how that doesn't immediately disqualify him for any public office.

Because republicans are traitors to this country. They wish to overthrow democracy and install a Christian dictatorship that enforces their will on everyone.
His base doesn't actually care what he says. Somehow, he convinced them he's a damn genius when he can't string a sentence together.
Mixed in-between the word vomit, he validates their hate. Unfortunately their lives are so miserable and empty, being told it's okay to hate, is more important to them than anything else.
