Limited supplies of torpedoes don't seem to have stopped Janeway from using torpedoes.
If they could build and rebuild the Delta Flyer, they probably build quite a few torpedoes in their downtime. Maybe she put the crew of the Equinox on torpedo building duty.
Katy took it up a notch and decided to copy Earth World War 2 tactics. Kamikaze photon torpedoes:
I would have liked to seen some episodes of them hard negotiating for needed supplies. (Imo the foraging for food with neelix was stupid.)
