Eh, "free." Musk was given access to steal billions from the country, he got to personally fire any Tesla regulator, got billions more for SpaceX and Starlink.
It's "free" like your friend who works at the supermarket "forgetting" to scan a few items when they cashing you out. They assumed a tiny amount of risk, but aside from that, it didn't cost them anything.
