Because the "Heritage" foundation paid for it, and they're a bunch of Xian Fundies. Project 2025 (which Trump knows absolutely nothing about, he says so himself) is their baby.
Dates back to Bush's "Office of Faith-Based Initiatives". Sounds like it gets hauled out again whenever it feels like support from the religious crowd might be a little soft.
