I went down the rabbit hole. The meeting records (see A/PV.1976 below the video) states that they are voting on A/L.362, which is:
The General Assembly,
Recalling the provisions of the Charter of the United Nations,
Decides that any proposal in the General Assembly which would result in depriving the Republic of China of representation in the United Nations is an important question under Article 18 of the Charter.
Article 18, §2:
Decisions of the General Assembly on important questions shall be made by a two-thirds majority of the member present and voting.
So, maybe indirectly they are trying to split them. But the vote is not directly on that.
Because of CoreProtect, it is very likely I can. It records whenever chests are opened, and when things are taken out/put in. Or if any blocks were placed/broken. Or etc.
This isn't the security council, or anywhere else, where the U.S. has veto rights. This (the Third Committee) seems to run on "majority yes" voting (i.e. if enough vote yes, it is adopted).

US and Ukraine voted no, on L.5. And yes on the L.52 amendment.

The draft resolution on the human right to water and sanitation (document A/64/L.63/REV.1) was adopted by a recorded vote of 122 in favour to none against, with 41 abstentions, as follows:
