Russian has access to nuclear and other "illegal" weapons. The use of these weapons are generally agreed to be illegal because they are not limited to the target they are fired at. Russia has indicated in the past they are considering nuclear and other chemical weapons in Ukraine. Assuming that those in power know more than we do would indicate an increased fear of a new or illegal weapon about to be used.

While I understand the importance of showing might, this was a bit underwhelming compared to the tile of "NATO top officers schedule war game."
These things happen a lot more then people realize.
